"Since the tightening up of the immigration laws of the United States, there has been a considerable underground traffic in passports. To break this up foreign authorities have hit upon the novel idea of branding with indelible ink the name of an emigrant to whom a passport has been issued. In the case of a woman the branding is done on the back of the neck under the hair. For men, the neck is branded so that the collar covers the ink.
